PREFACE

THIS document is prepared in response to the Announcement of Research

Programs on Child Abuse and Neglect issued by the Department of Health,

Education, and Welfare through the Office of Child Development on September

17, 1974, as funded by PL 93-247, and is prepared in accordance with the re­-

quirements of that solicitation and with the previsions of HEW publication

85-RO-0216, Instructions for Preparing the Application for Federal Assistance.

Discussed herein is a proposal to "establish centers to provide (or

arrange for) comprehensive services to children, their families, and others

who may be involved in instances of child abuse and neglect.

The purpose of

these centers will be to initiate a wide range of activities and carry out

. the functions necessary for identification, prevention, and treatment of child

abuse or neglect, including: investigation, assessment, treatment, referral,

follow-up, education, supportive services, and coordination with other agencies

for services," as stated on page 1 of the referenced Announcement.
